Jail busting success rate

Apart from the following factors affecting Jail Busting success rate:

1) Does Rank have any boost on the success rate?

For example, will a Don have more weightage than say rank Hitman?

rank does effect busting skill.

2) And is there any other factors to consider?

the more you bust - the better you get

3) Does Jail Busting contribute to rank experience

All activities give xp. The amount of xp varies, though.

Yes Jail busting does help with ranking experience a lot

I've ranked from a small streak of Busts, so yeah, it contributes
